Fixing OP and UP units

Kinda broached this idea in the Battering Ram thread. A few ideas for fixing OP and UP troops:

Change DPS for a unit on different building types.

Change DPS of different defensive buildings against different troops.

Put a maximum percentage of one troop type in the rally points.
