She is a decent single target damage dealer but her ultimate is useless.
Also her Skin doesn't help her because it just pushes a bad ultimate.
It would be very easy to fix her. Just increase the duration of her mark to a valid duration.
Further her Skin should make it easier to mark a target (maybe chance via Auto Attack) or give her the possibility to spread the mark.
