She can be disrupted only by heroes outside of her skill's area.

Heroes are divided into three categories depending on their initial star(s) when unlocking:

1 Star = Log In
2 Stars = Event (even if it means you can only buy the hero during one)
3 Stars = VIP

So by definition she is an Event Hero (you have to pay for).

Heroes WERE divided ...when they were actually released as signinn heroes for events...now it should be pay only

How do we get this hero ? I saw someone have it in arena, but where did they get it ? The things I had on christmas login were tarrot prophet tango skin and trigger hero, I did not see ninetails anywhere.

She was only available due Hero Package purchase. You had to spend at least 30$ to unlock her. There is no way to unlock this Hero currently.

If you're able to get Nine tail fox I highly recommend it.
