Relic of Hades vs Earth Helm

one of the "new" items is Relic of Hades it gives 28 magic res and is an orange item which requires you to get 60 fragments to craft it.
Then you got Earth helm which is 30 magic res and is purple item and requires 60 fragments...


I just dont really get the logic in some of your items you make yes it will become better WHEN you enchant it but that should really not be the case it should be better already before its enchanting as its an ORANGE item vs PURPLE

there are lots of items that are higher in quality but not specificly higher in stats.
