Problems with purchasing mounthly card

Hello, i have problems with gem purchasing cant bye monthly card.it says billing service unable on this device but my card is linked with google wallet and i can use in app purchase with this card other apps in google play.
Dear players have you ever faced such problem and can you help me or suggest something
i have tried 3 different devices but no result

You need to change the authentication require on Google play. Change it to every 30 minutes restart your smartphone and try it again
