At R3 yes, but compare a lvl106 LB/Chap combo with full r4 (and trained), how she's in WoG - you will see the difference.
Full r4 she gets freaking 550 (!) initial energy more, which means she starts ulti a lot sooner to get into infinite healing loop, 3k more magic power and 40% (!) more healing plus energy cost reduction.

lol this contradiction. if there was no out of time there would be no win by dmg. lb + chap means other team will slowly wear out and eventually die due to no out of time.

LB gives HP back (what sense does that make?) and a fix amount of energy, the amount is not written in the skill description.
I tested it in campaign and booty caves. Chap does not even get half full energy bar back now.
Also her and a couple of other r4 gear is changed. She loses a lot HP, magic power, initial energy and other stuff.
Others with changed gear: LB, Magic breaker, QoC and some others... Guess all that got a lot initial energy on their r4 gear before change will be done

No you are ruining the game. I get your concern, but Ucool you can't make them worse than they were before 110. Fix it to make it like it was or leave it the fuck alone!

80% cap to chaplain energy and things are OK. Otherwise forget plundering with anything below that.

maybe u guys forgot but we were plundering when chap was barely getting 50% energy back. if we can do it back then we can do that now unless of course ur agreeing the new VIP heroes are too op then we would prolly need the op combo back =)
