Well since the new update I've been wondering ..should I stay with Sapper purple+3 fully enchanted till I get the orange items (at lvl 82 and 85) or just promote to purple4?

Stick to purple +3 until you get all the next required items.

Lol no. P+3 way better until 82. At 82 it is arguable depending on where you use AS and against who.
I forgot to mention that Sapper is the exception here. His purple +4 gears suck balls that it's better to just get him to orange directly.
P+4 on Arcane only boost small amount of Dam/Crit but it give huge boost on HP which AS got 7000HP on full enchant P+4 Lv 85
