My team is 47 , I have farmed on Chapter 6 elite or Chapter 7 normal - I am not sure which one-, when I got it:
Inside the shop the most items are for gems, for a few I found for gold.
Compare with Goblin, which I have found almost a hours ago, but still present:

So for goblin merchant it is pretty easy to get. just use ur 10x raid tickets a like 3 times guarantee it will pop out. for the god father i got him a couple of times by spending Gems back to back like for stamina midas and chest opening. i constantly get hte goblin merchant all i do is raid tickets all the time.
I am VIP3, and I got Godfather after finishing Chap6 Elite.

He meant VIP12 and u see that black marketer all the time. He is good for his cheese (heh.. exp chesese) 200 diamonds for 40 i believe.. but im lvl 56 and i ve only triggered him twice
i think godfaster unlock when u raiding elite, the normal is appear when u raiding normal stage. I found mine when i use my raid ticket on elite.
On a VIP 5 account I have used the raid ticked to waste a bit from stamina.
The Chapter 6 is very close what I can do it with my hero set. - maybe this has an effect.
Since yesterday I have found in a free account and today in another account, maybe the patch 1.3 has the hidden realise note: Black Marketer pop rate increased
For sure not.
This VIP 5 account has no access to Raid, team level just become 45, it was 44 at the morning.
At lest 46 needed to access the map with raid.

Godfather seems to be mostly gem items, doesn't seem to be of much use even if a non vip gets it.
As I saw only the 100 box worth to be purchased.
Condition: 5 star hero + 20 soul stones, not need to be VIP, just do some campaign. I think some low level map ( Chaplain soul stone) raided this time

I'm pretty sure godfather / black marketer comes out after lvl 55 because that was when it came out for me.
