Legendary gear stays same at all promotion levels.
You can equip legendary gear earliest at lvl90 Orange, but the item will stay equipped and with same values even if you promote hero to red+2
Ofc item counts towards power... It adds the power once it is equipped...

if I understand it: if I equips the hero with a legendary gear of 90 and legendary lvl(orange), and then I will promote him to the red + 2 it will have more power than when I give him the legendary object after i promote him to the red + 2?

No, not at all.

Legendary gear - other as any other gear slot simply stays where it is when you promote the hero.

Let´s say you equip legendary gear at lvl 90 orange - it may add - let´s say - +200 power (through according attributes on it: +Str + Int + Agi + AP,etc).
If you promote the hero to o1,o2,red,r+1,r+2 the legendary gear simply stays where it is , only power gain comes then from the other gear Slots.

Legendary gear only adds power once. So it does not matter at which gear Level you add legendary gear.
A fully equipped and skilled red2 hero with legendary gear will always have same power (except differences from Training and academy), no matter when you have equipped the legendary gear.
