I called google today and they say that the developer are allowed to refund the money back to the consumers. How do i go about going it?

Thank you for contacting Google. I understand that you are requesting a full refund of in-app purchases in the game Heroes Charge because the game has glitches. I will be happy to clarify.
It looks like the issue you're having is actually with the app itself and not with Google Play. In general, app developers are responsible for the functionality of their apps, including making sure they function correctly and work as promised.
As such, in accordance with our policies, we won't be able to issue you a refund for this purchase at this time.
If you’re experiencing repeated issues with Heroes Charge or support from uCool, I would encourage you not to make any additional purchases from the developer until you’ve reached a resolution with them.
While Google may sometimes issue courtesy refunds to users, developers are expected to provide support for their product - including delivery of in-app content - and they are able to issue refunds at their discretion.

Why are you getting this reply from google when Ucool actually posted here that No questions will be asked and it is google or apple doing the refund.
Apparently the reply from google is pushing the responsbility back to the developers and refuse to refund. Yet Ucool claims their policy assures the refund and directed us the refund to apple and google.
This is misleading and seem like a gimmick to attract more players to buy gem, ucool please clarify.

I just google a bit and read a post in gizmodo about Apple's appstore refund policy, which is NO.
"...because the iTunes Store Terms and Conditions specifically states: All sales and rentals of products are final."
I never read any 'Terms and Conditions' because they are too long and they are the MUST when creating an account, they don't let you create any accounts if you don't tick 'YES/Agree' on any 'Terms and Conditions' they wanted you to follow. Once you agreed, you surrendered your rights already.
One way you could get your refund is ... you could force them (Apple/Google) to shut down the app (fraud/fake/cheat), or doing such things. That's why Google staff gave the takedown link to customer.
* Asking developer to pay you back is not right, because you paid 100% to Apple (or Google) account and they cut 30% of that money... well, you paid directly to Apple (or Google) anyway.
